New York Congressional Map is Unconstitutional, Supreme Court Judge rules

On January 21, 2026, a Supreme Court Judge in New York State declared the boundaries of New York’s 11th Congressional District to be unconstitutional, finding that the current configuration dilutes the voting strength of Black and Latino Residents.

The decision came after a lawsuit filed by Emery Celli and co-counsel Elias Law Group on behalf of 4 individuals who challenged the configuration of the district. Following a bench trial, Justice Jeffrey H. Pearlman found that the boundaries violated the New York State Constitution.

In Justice Pearlman’s decision, he also ordered New York’s Independent Redistricting Commission to complete new congressional lines by February 6, 2026, and barred the state from conducting any further elections under the current map.
