New Lookback Window for Gender-Motivated Violence Protection Law Opens on March 1, 2026

At the end of January, NYC Council passed Int. 1297-2025, overriding a veto from former mayor Eric Adams. The bill creates a new lookback window, which opens on March 1, 2026 and allows survivors of gender-motivated violence to sue individual assailants and institutions that “directed, enabled, participated in, or conspired in” the violence regardless of when the violence took place.
Previously, the GMVPL only permitted relief for survivors who experienced gender-motivated violence on or after December 19, 2000. Additionally, survivors could only sue complicit institutions if the violence occurred on or after January 9, 2022.
