Local Staten Islander News Outlet Covers ECBAWM’s Lawsuit Challenging UPS’s Staten Island Delivery Practices

  • July 21, 2026

On July 18, 2026, the Staten Islander News Organization reported on ECBAWM’s class action lawsuit filed with co-counsel Vladeck, Raskin & Clark P.C. challenging UPS’s package delivery practices at the Park Hill and Fox Hill apartment complexes on Staten Island.

The lawsuit challenges a policy that UPS has maintained for decades, which requires residents of those complexes to retrieve packages from a designated UPS truck pickup location, rather than receiving direct building delivery. ECBAWM’s lawsuit brings claims under a disparate impact theory: that UPS treats the residents of Park Hill and Fox Hill complexes, who are 99% non-white, less well than similarly situated neighboring complexes with a higher proportion of white residents.

The article featured comments from ECBAWM’s co-counsel, Maia Goodell at Vladeck, Raskin & Clark P.C., who explained that “[t]his case challenges a discriminatory corporate policy that singles out Park Hill and Fox Hill.”

The story also highlighted a letter from lead plaintiff, Gordon Flowers, who stated that “[t]he lack of this service is discriminatory to racial demographics [that are]  predominantly black and Latinos of the neighborhood. I believe this is a matter of community equity and consumer rights that requires organized advocacy to ensure that residents of all ethnic types receive this paid reliable and essential service.”
