ECBAWM Files Federal Civil Rights Lawsuit Over Preventable Death of 25-Year-Old in Oneida County Jail

  • November 19, 2025

Emery Celli Brinckerhoff Abady Ward & Maazel LLP (ECBAWM) filed a federal civil rights and wrongful death lawsuit in the United States District Court for the Northern District of New York on behalf of Terry Watson, the father of Antwan Cater, a 25-year-old who died on February 13, 2024, after suffering a seizure at the Oneida County Correctional Facility. The lawsuit alleges that correctional officers and medical staff failed to provide prompt and adequate medical care, in violation of Mr. Cater’s constitutional rights and New York law.

“The loss of my son, Antwan, has devastated our family and everyone who loved him. He was more than the worst moments of his life — he was a beloved son, father, brother, and friend, full of heart and hope. Yet the dignity and respect that officials say every human being deserves were not afforded to him. Antwan asked for help, and no one answered; his suffering was ignored until it was too late. No parent should ever have to learn that their child was mocked in their final moments by those charged with protecting them. I am committed to seeking justice for my son and ensuring that no other family endures this preventable heartbreak,” said Terry Watson, father of Antwan Cater.

Mr. Watson is represented by ECBAWM attorneys Katie RosenfeldJulia Kuan, and Nick Bourland.
